The Public Library Partnership is based on the 74 territorial authority libraries and a two-tiered service delivery, according to the library's geographic location and the size of the population serviced.
Libraries in the partnership receive Statistics New Zealand publications and a range of other benefits, including training, promotional material and access to Statistics New Zealand advisors.
Libraries become partners by signing the partnership accord document. They may relinquish the partnership at any time by giving written notice.
If one of the 74 territorial authority libraries leaves the partnership, one of its branches may put forward a written case to join. The criteria for joining are based on:
- the strength of the case proposed by the library concerned
- its geographic location
- the population of the area serviced.
